This was in a joint DHS+NIST talk today at the Third PQC Standardization Conference. There was similarly weird please-don't-implement-post-quantum-crypto-now messaging from other people at NIST yesterday. Supposedly videos from the whole conference will be online this month.

Coordinated bullshit from the U.S. government re post-quantum crypto: Don't roll out post-quantum crypto now even if you can, because maybe then you'll lose "time" (throughput!) later switching to something else, and we don't want to lose "time" (latency!) in protecting users.
